BRITISH SHIPS IN THE EAST

LONDON.

The Under-Secretary of State for Foreign Affairs made n statement in the House of Com. mons recently regarding the un- loading of cargoes of British ships in Chinese ports.

Mr. Hannah asked the Prime Minister the present conditions in which British vessels are permitted by the Japanese to moor in and un- load their cargoes at Chinese coastal} ports, with particular reference to Tientsin, Tsingtao, and Chefos; and whether there has been any allevia tion of the delays and hindrances of (which complaint has been nude?

Mr. Buller: In North Chin, the wharfage tellities made available to third Power shipping at Tringtao continue to be inadequate. At Che- foo pressure has been brought to bear on Chinese merchants to ship. by other than British vessels, but the situntlet: according to reliable unofficial reports is now stated to be somewhat easter. At Tientsin Bri- tish shipping has been subjected to certain delays awing to examination! Imposed by the Japanese military authorities as part of the blackade of the concessions. In South China certain ports such ns Foochow and Wenchow have been blocked by mines laid by the Japanese, whlist Canton and at others, including Switow, which are in Japanese occu- pation, temporary arrangemen's have been rande for periodicni vilis by British ships.

Mr. Hanna: Is not this position rather unsatisfactory?

Mr. Butler: think that that ne- curately describes it.
