One is constantly asked why there has hitherto been no whole-hearted ale action by the bomber forces of Feither side. As regards our own reasons we cannot go beyond what the Prime Minister nic It als brondanst recently. Our bomber free will be used at the proper time that is to say, when it can be used with the greatest effect.

A bamber force is a sort of general reserve and is the most flexible of all mms. When a land battle is a progress is proper function is to attack the back areas of the enemy's army and hamper the moving up of reinforcenient and munitions. It Lean at a moment's notice be switched over to attack factories and indus- trial areas. It can help the fleet, as the R.A.F. did when it raided Wilhelmshaven and badly damaged the Graf Spee, and as the Germans tried to do when they raided the Firth of Forth.

Our own bomber force, already strong, grows stronger every day as the factories turn out more machines and the training schools turn out more crews. When the time comes to use it it will be a very formidable striking force.

The German Air Force As for the Germans' abstention from mu attacks on Britain and France, one can only make conjee- tures. But it is remarkable that, whereas

the

German Navy has abandoned all the rules of civilizedi warfare, the German Air Force has hitherto scrupulously respected them -since the end of the Polish paign,-apart from the dropping ofį mines by parachute. There have. been no attempts to bomb residential areas, and in the raids on convoys the bombs have almost certainly been plined at the naval escort ships quite legitimate targets-and not at the merchantigen.

They may conceivably also be restrained by tactical considerations. There is not the least doubt that in both bombers and fighters the Ger- man Air Force is less well equipped 1 the R.A.F. Taking bombers first. we have, adopted the polley that bombers must be able to defend themselves, and, realising the dif- ficulty of hokiing a machine-gun steady in the rush of air at the pre- sent speeds of aircraft, we have atted our bombers with gun turrets which are operated by the power of the engines, so that the gunner can swing his gun and himself in any direction without exertion.
