It was at Dutch instigation that six States-Holland, Bel- gium. Luxemburg, Norway, Sweden and Denmark-mét and signed the first Oslo Con- vention (December, 1930). Finland, the only Republic in the group, adhered to Convention in February, 1933.

But two months later they met again to initiate political collaboration. Formerly loyal supporters of collective sc. curity, they now recognised the failure of the League sys- tem and declared that they could no longer regard sant- tions as obligatory.
Their main concern there- after was to preserve their neutrality-and their rights as neutrals.
