HELSINGFORS, DEC. 1 (UP).—THE SOVIET UNION RENEWED ITS ATTACKS FROM THE AIR, LAND AND SEA ON FINLAND TO-DAY AS A NEW FINNISH GOVERNMENT HEADED BY M. RISTO RYTI, GOVERNOR OF THE BANK OF FINLAND, WAS ESTABLISHED IN AN APPARENTLY HOPELESS EFFORT TO REACH A SETTLEMENT WITH MOSCOW.

The new Finnish Government is apparently dosigned to include all parties, but lack of com. munications with Moscow have rendered the immediate resumption of talks extremely un- likely.
