Year 1896, I venture... to act Your Lordship's attention to the statistics of offences in Table A of the Police Return enclosed in my despatch.

As Sir Arthur Kennedy reported (Despatch No. 184 of the 29th September 1876), the cheap fare came into operation on the 6th of September 1876; and he appeared to think that this caused an outbreak of serious crime, owing, he supposed, to the influx of a predatory class from Canton. An analysis, however, of Table A gives the following results.
