185 3. the established to my satisfaction that smuggler has violated the local Ordinance W. 6 of 1866, I have the honor to lay before Your Lordship the enclosed copy of a Petition from a Junke named Lehan-a-law, a Native of the Province of Canton, belonging to Wingting Government, to obtain for me packages of Opium which he alleged were taken from him suddenly. I intrude the boundaries of the Colony, but after the junke had been seized in Tsing-shing water and towed into Chinese water by a Chinese Cruiser.
