This is the view of officials of the Shanghai Refugee Rellet Association, who have just started a movement to raise $1,000,000 as a reserve fund to aid the city's homeless most of them war refugees.
All possible efforts are being made to disperse these refugees by sending them to obtain employment. But there are nearly 40,000 needing aid, and more continue to arrive almost dutly.
