His Excellency, referring to the case of Whang Thin Sing, who had been recommended for deportation, said he had hesitated about signing the order as he entertained grave doubt as to the convictions and as to the legality of some of the sentences rendered in the papers that constituted the justification for the order of Deportation and he had accordingly referred the papers to the Attorney General.
