In the course of time, and with the help of my Council who are fully sensible of the great value of a sound system of prison discipline, I hope to carry the foregoing principles into effect; and then perhaps I may be able to report to your Lordship that some check has been given to the constant recommittal of old offenders and to the increase of crime.
