It was stated that the Mandarin in charge of the boat had been severely reprimanded and that the other officers had been punished in proportion. His Excellency further directed to me the amount of opium reported to him as seized, for transmission to the Colonial Government, and finally stated that the boat itself could not be restored to the Song Thong Government, but he was willing to pay the value thereof, and requested the Hong Kong Government would give an estimate of the same.

This it appeared by a Despatch received in February was not deemed entirely satisfactory to the Colonial Government. I would consequently be obliged if you would furnish me with the views of His Excellency The Administrator as to the satisfaction that should in this matter be afforded to the Colonial Government.
