Minute by the Attorney General-
I have already fully given my opinion upon this matter and whilst I with His Excellency agree as to its being against public policy and morality to give the appearance of our countenance to smuggling transactions, yet such transactions are not at present unlawful regret. I feel obliged to adhere to my first opinion.
