I saw the defendant at the Harbor
Master Office and the defendant
then made a
statement which
taken down in writing by the
Harbor Master's

Interpreter when the defendant made that statement. He did so in the character of complainant that his Junk had been illegally seized off "Cape d'Aguilar" by men from vessels belonging to Chinese Government.
I cautioned him to speak the
caution that he should not say
anything to criminate himself. In the course of the defendant's statement he said that he had anchored off Hang Huen and he had
sailed
from that place to Aberdeen. I asked him by direction of the Harbor Master if he had a Clearance and Anchorage Pass and he said that he had not. The defendant
gave as a reason
not getting a Clearance that
it was too dark. The Harbor Master
Office is open for Junks for
Sunday morning,
one hour.
I had
no knowledge of the defendant before that occasion.
