Each of them alone is very vulnerable. They began last year to discuss their common anxieties. These seven States are:
The three Scandinavian countries: Norway, Sweden, und Denmark; Finland, at the Northern end of the Baltic;
The three "Low Countries": Holland, Belgium, and Luxemburg.
It has been the hope of these small nations to see Switzerland added to their group, but this has not so far been effected.
Their association began in 1930, when a conference was held at Oslo, the capital of Norway, to discuss freer trade relations. Last year they began to organise their international political relations also.
