(SPECIAL TO THE "TELEGRAPH") MOSCOW, SEPT. 28 (UP).—ESTONIA, THE BALTIC STATE WHICH, BEFORE THE WAR, WAS SO IMPLACABLY HOSTILE TO SOVIET RUSSIA THAT SHE PUBLICLY REFUSED OFFERS OF PACTS OF MUTUAL ASSISTANCE, HAS CRUMBLED BEFORE THIS WEEK'S INTENSE DIPLOMATIC WAR- FARE IN MOSCOW.

TO-DAY, IT WAS OFFICIALLY AN- NOUNCED THAT ESTONIA HAD AGREED TO SIGN TWO PACTS WITH THE SOVIET.

The first is a Pact of Mutual Assistance, in which "the contractors will render each other military assistance in the event of direct aggression or menace arising from any great European Power against the sea frontiers of the Baltic or the land frontiers of Latvia.” ·

The second is a trade agreement. SUMMONED TO MOSCOW

The two pacts were signed by M. Karl Selter, the Estonian Foreign Minister who was summoned to Moscow earlier this week, and M. Molotoff, the Soviet Foreign Commissar.
