Border Agreement

Unconnected With War In Europe

Tokyo, Sept. 18, -

The Soviet-Jopanese truce agree- ment has nothing to do with the Europenn situation nor Has it been concluded through German medlation, declared the spokesman of the Foreign Office this morning. It was hoped that the agreement would have good effects on the settlement of other pending questions between the two countrive. If the disputed boundary hetween Outer Mongolka and Man- chukuo could be settled by a Joint commission, the same principle might possibly be applied to the boundary between the Soviet Union and Man- chukue

The spokesman declared that there had been no telk of a non-aggression pnet. Japan was not entertaining Inny such ideas at present,

He pointed out that Japan's polley of non-intervention in the European war os announced by the Government on September remained intact, "For the purpose of concentrating our efforts for the settlement of the China Affair, we are prepared to eurne to terms with any foreign countries forl

the settlement of pending questions."

LORRY OVER BANK Drivers of Two Vehicles Summoned in Court

Hearing of the summonses against two military lorry drivers who were involved in an accident in Island Road on August 12 was concluded before Mr. Forrest at the Central

Magistracy yesterday, when the case against Ng Cham-to was dismissed, and a fine of $10 imposed on Yuen Wong.

Ng was summoned for attempting to overtake a lorry on a bend, and Yuen for failing to give an appro- priate signat when changing the direction of his torry.

The accident occurred when Ng tried to overtake Yuen, who sud- | denly swerved into the middle of the road forcing Ng off the road and over the embankment,

Conflicting evidence was given at the previous hearing by two soldiers who were riding in the convoy .of lorries. One witness and Yuen gave the signal to slow down, while the other witness said a signal to pass was given,

After Mr. Forrest had visited the scene of the incident yesterday, the summons agatat Ng was dismissed. Yuen, in evidence, sald he put out his hand to signal "slow down" before

changing gears. While chang- Ing he accidentally Jerked the wheel and caused the lorry to swerve to the right.

Trafile Inspector Clarke prosecuted, and Mr. F. II. Loseby oppeared for defendants.
