MOSCOW, Sept. 18. (UP).-The Soviet Government has issued formal assurance of neutrality to 24 European and extra-European Powers.

The declaration was issued by M. Molotoff, the the Foreign Commissar.

It was addressed to Gormany, Italy, Iran, China, Japan, Great Britain, France, Afghanistan, the United States, Turkey, Finland, Latvia, Bulgaria, Denmark, Estonia, Sweden, Greece, Belgium, Rumania, Lithuania, Norway, Hungary and the Mongol Tuva Peoples' Republic. COMMON FRONTIERS

Of these countries, the territories of eleven have common frontiers with the Soviet.

The declaration was issued simultaneously to the Ambassadors of the countries concerned.

BUCHAREST, Sept. 18 (UP).—It is officially announced that Soviet Russia has assured Rumania that Rumanian neutrality will be respected.

It is understood that the Rumanian Government will shortly issue an official communique, agreeing to grant Polish Government
