Some days before this vote was taken, I visited Kowloon and inspected the site of what promises to be an important town... The Bay of Yau Ma Tei was so full of junks that the steam-launch had to proceed very slowly as we approached the shore. Mr. Price, who accompanied me, pointed out where the main sewers are to be.

I am now in communication with some of the leading Chinese as to the site and dimensions of the new Cemetery.

The accompanying copy of a letter from the Surveyor General and of the plan enclosed will explain the details of the proposed system of sewerage.
