Mexican dollars were first imported into this country in the reign of Ham Fung, when the British Officers communicated with the Chinese Authorities by whom a proclamation was issued on ... and the dollars were brought into use. That subsequently, shortly afterwards the new Mexican dollars, and the United States Trade dollars, were consecutively made current by a Communication sent to the Chinese Authorities and no inconvenience has occurred since.

That in commercial circles, the Chinese used to chop their dollars, as a guarantee of good faith, and to guard against the evil practice of mixing short or spurious dollars among them, after they have passed into others' hands. That the practice of chopping resorted to by the people far and near, has been, for a long time, in vogue.

That all the merchandise purchased in Hong Kong are to be shipped to out ports for consumption, where they will be paid for in common dollars, but these dollars are not accepted by the foreign merchants on their arrival in Hongkong. That even if your petitioners were to select clean Mexicans to pay the foreign merchants, there are not many of them for selection, as the profit in trade is exceedingly small. How can this be tolerated?
