On arriving in Hongkong I found the Mercantile Community much troubled respecting the currency, and the serious state of the silver. My predecessor's despatch No 99 of the 21st of February 1877 and No 31 of the 28th of February 1877 had already conveyed to Your Lordship certain Memorials on this subject, and Sir Arthur Kennedy had recommended Her Majesty's Government to consider the expediency of coining dollars in England for use in China.

I now lay before Your Lordship copy of a petition from Members of the Chinese Community respecting the chopped dollar, copies of resolution of the Hongkong Chamber of Commerce, memorandum of the managers of the Banks and other documents relating to the same question, together with the Attorney General's opinion on it.
4. Having considered these documents, Executive Council has recommended me to declare the American Trade Dollars a legal tender. Hence my telegram of the
