Many criticisme and suggestions were offered by Mr. C. E. Moore, 1. ARCH, ARIBA, when he spoke yesterday on "Civic Designs and Town Planning" at the weekly tin of the Rotary Club,
Mr. Moore sald that lack of proper regulation of the user and hulka of buildings had resulted among other things, in serious traffic congestion in many arena. For instance, in Kowloon, buildings originally erected for domestic use were now converted into knitting factories, and in Hongkong domestic buildings had been converted into shops on the ground floor and offices above.
