Democracies' Surprise And Deep Dismay

SPECIAL TO “TELEGRAPH"

WASHINGTON, August 21, (UP). — High Administration officials and other informed quarters said that the German- Soviet pact, if completed, would destroy the world's balance of power and greatly strengthen Italy and Japan.

They also believe it will greatly ald Germany in forcing a quick settlement of Danzig and the Cor- ridor questions.

However, some quarters are seep- tical of the pact being actually con- luded, and express the opinion that the announcement is intended to in- fluence Poland at a crucial moment, or that Russia is possibly resorting to a politient effort to force the British and French to meet her demands for an outright military alliance.

Surprise In Moscow MOSCOW, Aug. 21, (UP).—The British, Amerlenn and French Em- bassies here expressed complete sur- prive at the announcement of the pact.

The only Embassy which seemed to have any intimation that anything more serious was afoot than that in- dicated by the "Pravda" editorial was the Japanese.

Japanese circles indicated their on- xiety regarding the developments in- asmuch as the Japanese are naturally more concerned than any other na- tion regarding relations with the Soviet.
