There was induced a feeling amongst the shipping community to come to Hong Kong where he has many friends amongst the commanders of ships.
That on commencing practice the Petitioner experienced many expressions of ill will from the Health Officer of the Port, who is permitted to conduct private practice and who prevented the Petitioner from obtaining a moderate share of the medical practice afforded.
The Health Officer made some representations to the Governor which resulted in orders being sent to the Harbor Master not to receive the certificate of Petitioner.
That since this order was promulgated the Health Officer has made a stock in trade of it terrorem by holding it over the Captains of ships who prefer to employ the professional services of the Petitioner.
That the Health Officer, on visiting a vessel officially, advises the Captain to have nothing to do with the Petitioner as his certificate will not be received, but to employ him (the Health Officer) instead.
That in consequence, the Health Officer has succeeded in destroying the Petitioner's practice and seriously injured his professional reputation.
