Pages 154-159, including a letter to me dated 3rd May 1877 together with copies of the reports of the Sanitary Health Officer and Colonial Surgeon on the subject and I have the honour to ask for Your Lordship's instructions on the general questions raised in these papers,— first, as to the circumstances under which persons holding foreign medical diplomas are permitted generally to practise in Hongkong, and, secondly, as to the recognition by the Board of Trade of the certificates of such

practitioners.
