appointment, I wish to inform the Secretary of State of the nature of this office.

According to the Blue book, the salary is ₤312.10.0, which appears to be larger than the class of man who generally holds such a situation, usually enjoys in other Government.

I wish to know what were the previous posts and employment of the officer who has caused this vacancy, and the proportion of the offers to whom it is now proposed to appoint.

I have therefore to request that you will furnish the particulars of such cases, and the reasons why Mr. Leatherbarrow, who from the Blue book would appear not to be unfavourable, is not proposed for the Government office.

It seems unfair that an officer who might have fairly earned a claim for promotion to a mean place worth ₤312-10/- per annum is overlooked.
