With regard to section 20 the definition clause I have to remark but not as affecting this authority that I have always understood that in Colonies the word "legislature" included the Governor; and also that there is in many Colonies a legislature consisting of a Council as well as a House of Assembly.

"Constable" I think might be construed to mean any policeman as well as any officer &c. In most Colonies that I am acquainted with there is a regularly organized Police force.

"Magistrate". In Crown Colonies generally I believe Magistrate means Police Magistrate and in so far as Hongkong and many other Crown Colonies are concerned I think it would be better to explain the term to mean the Police Magistrate.

"Superior Court" might, I think be explained to mean Courts possessing in the Colony similar powers to the High Court of Justice in England.

The importance of the Bill in question must be my excuse for writing so much on the subject and also for the delay which has taken place in my finding out the relevant information.
