may arise between the Home
Government the Indian Government
Colonies possessing Responsible Government and Crown Colonies and The Board of Trade, the Foreign Office, the Colonial Office, the Indian Office, and some of the Ministries of Colonies possessing Responsible Government may all feel bound to arrive at different conclusions. It is not likely that there would be so much difference in any one
case still it
is possible and it is probable that differences might arise between some of the Governments or
Departments. Therefore it would seem desirable

that in case of difference it should be agreed beforehand that some Permanent Board such as the Treasury or the Judicial Committee of the Privy Council should be Empowered by Statute to settle any question regarding Expenses that might hereafter arise between the respective Colonies and the different departments. This might be done upon the written statements of the Governments or departments concerned. I could put
forward several cases in which
important questions as to Expense might arise
but they are such as naturally occur in considering this matter.
