Come provision will require to be made for payment of expenses of Telegrams removed 72. The Board of Trade could scarcely be expected to pay all expenses out of the vote for distressed seafaring subjects provided by the section of the Merchant Shipping Act in question.
Ordinarily I presume that the practice adopted in Foreign Extradition cases should apply, viz: - that the expenses of arrest and detention should be paid by the Colony in which the alleged offender is found, and that the expenses of conveyance to Hong Kong should be paid by the Colony applying for Extradition.
Even in these simple cases it is clear that some understanding should be arrived at and local authority to decide upon questions as to the amounts to be paid. As between Crown Colonies, the Secretary of State for the Colonies has now practically the power of decision, but he possesses no such power as between Crown Colonies and England, India, or Colonies possessing Responsible Government. Questions, however, are likely to arise in cases of offences committed at sea or in cases of offences committed in foreign ports, which are much more difficult.
