In these cases it would seem at present that the only Court which has jurisdiction is the Court of the British possession to which the part is sent for trial by the Consular Officer. The section as it seems to me at present does not extend to the cases mentioned in the note, but I think it might be altered so as to prevent any doubt remaining.

The same remarks as previously made with regard to sending a fugitive Offender free of cost to the place of his ultimate destination, if arrested in transitu, apply to the latter portion of this section.

With regard to Section 21, the provisions I think should be fully set out in the Bill, as they are very important, instead of by reference to The Merchant Shipping Act.

This section of the Merchant Shipping Act will, as it seems to me, require some modifications. It is somewhat inconsistent with the 6th section of the Bill, as in that section some provision is also made, although I think insufficiently, for the conveyance of fugitive offenders to the place of trial.

The 25th paragraph of Section 268 of the Merchant Shipping Act is obviously necessary, but I do not think...
