Upon production of Telegram (which should in most instances be addressed to the Governor of the Colony where the party accused is supposed to be) from proper custody a Magistrate might be at once authorised to issue his provisional warrant.
With regard to section 8, as it has already been pointed out, that a party accused might be arrested In transitu, in which case he would forfeit the passage money he had paid; it would seem only fair that he should under the circumstances mentioned in this section be sent free of expense, and with the same accommodation as he had paid for, to his port of destination.
With regard to section 9, neither the Governor nor Colonial Secretary have official seals in the strict sense of the term. This Colony has an official seal but although the Governor or Colonial Secretary occasionally seal with the word "Governor" or "Colonial Secretary" engraved thereon, I doubt whether those would be considered official seals within the meaning of the Section.
