I have to acknowledge the receipt of M. Austrice's despatch No.75 of the 11th of April on the subject respecting certain punitive matters arising out of Prison Discipline.

2. I enclose in reply a letter from this office to the Acting Colonial Secretary which deals with the whole question of Discipline in Hong Kong and takes such preliminary steps as will place the system upon a secure basis for the future.
