It is paragraph 2 which follows the sub-paragraph (b) which implies that Turnkeys may use the services of prisoners as cooks and body servants so long as such employment does not interfere with their working beyond the prison precincts. They should not use them as their accountants in any case, and the fact that the practice has hitherto existed shows the necessity for thorough controlling of the Turnkey Establishment as suggested in the draft which I sent to you for consideration yesterday.

Yes - but there is another side to the question. The European Artillery are supplied with native men. Their beds are filled by drafts, for the cost is less than the expense of invaliding and replacing the gunners.

The same considerations must not be lost sight of in laying down rules. It would only apply to European Turnkeys.

T.W. Henson attends to the matter; his experience of the local climate should enable him to say whether it is necessary to allow the Turnkeys this assistance. If it is necessary I have little doubt that the Police have the power to punish the Turnkeys with severity when accounts are rendered; but I can't see why they have not done so before now.
