Minute by Governor Sir Arthur Kennedy,
on the appointment of officers to Valuation under the Rating Ordinance.
I think it desirable that the Valuator should be changed periodically and I will consider Mr. Barff's
appointment in place of Mr. Made
for
the
ensuing year.
It should be explained to Mr Made that this change is made
in accordance with a rule and
principle which I have adopted-
and is
no
reflection on his
efficiency.
Mr. Barff will understand that his office is not a permanent
