wish shown by the Government to do justice to his services so far as it could consistently with its obligations to others, and not have based a claim upon his continuance in the office which I conceive to be wholly inadmissible and founded on a complete misconception of the original intentions of the Government. He is not the only deserving officer of his class, and it would be a great hardship to others if an office such as this, temporary both in the nature of its emoluments and of its duties, were to be permanently monopolised by one officer.
