administering the Government I entertained the idea of commencing

the system of selecting

valuator annually,

one new

in order that officers with small salaries and strong claims might not be debarred from

recognition of their services.

8. Gerrard and Madar were the valuators, and I accordingly notified the heads of

the Departments in which they

were serving

that such was my

intention,

but eventually I determined on leaving

the initiation of the system to the more authoritative decision of the Governor himself. On his return

Sir Arthur Kennedy fully considered

the subject and gave expression to his

opinion in a minute wherein he pointed out that the office of valuator was not permanent and laid down a rule and principle that one valuator should be changed periodically

Under the arrangement thus

made Mr Madar who had been

a valuator for the three preceding years

and might on such grounds have pleaded permanence of office was removed

and the valuators named by Sir Arthur Kennedy for 1876 were Messrs Gerrard and Barff.
