First Clerk of the Registrar General's alleges Office in which he painstakingly states that he has been passed over as one of the valuators of property under Ordinance No 12 of 1875 for the present year - notwithstanding that he had held the office annually since 1872.

In reference to this letter I have the honour to offer the following explanations.

2. The writer is an excellent Officer and has always creditably discharged whatever duties have been assigned to him, and it has been the aim of the Executive to do justice to his merits as far as consistent with the claims of other officers.

3. In recognition of his services he was appointed valuator in 1863 and again in 1864 and after an interval of some years he was similarly re-employed in 1872 and the four following years.

4. This office, I must inform Your Lordship, is peculiar in this respect that the salary attaching to it is paid in a lump sum upon the completion of the work to be done. Every year previous to the fixing of the police and lighting rates and other taxes a valuation of all property in the colony is made by a couple of officers deputed for the purpose, who devote their time out of office hours to this work which takes...
