The recent case of Chun-a-Sze brought out very clearly the necessity of reciprocal legislation to meet the cases of fugitive criminals from Hong Kong and Macao.

As Your Excellency is aware, the Hong Kong Government in 1870 passed an Extradition Ordinance in accordance with instructions received from the Colonial Office and the Governor of Macao.
