There was in all probability no actual failure of Justice by reason of the absence of a rendition treaty, as it was doubtful whether even if there had been an extradition treaty, the Macao Government could have furnished evidence sufficient to justify the rendition of the accused by the British Authorities; the robbery was, however, a most daring one, and serves as a good instance to show to what very great inconveniences and to what failures of justice both Governments are subjected so long as this question of Extradition remains unsettled.

With this despatch I enclose a copy of the Attorney General's opinion, acting upon which I wrote to the Government of Macao, together with a copy of my despatch to the Governor of Macao and his reply thereto.
