to ask of the Governor of Macao some information respecting the Attitude of the Portuguese Government on the matter of the mutual surrender of fugitive offenders from Hongkong and Macao.

As Your Lordships may be aware, under instructions from the Secretary of State for the Colonies an Ordinance was drawn by the Hongkong Government, passed by the Legislative Council and confirmed by Her Majesty; providing for the Extradition by this Government of fugitive offenders from Macao.

It has never however come into operation in consequence of the Portuguese Government having failed to pass any reciprocal measure, though at the time it was subject to certain modifications, approved by the local Government of Macao. The Governor of Macao now informs me that any further action in the matter must emanate from the home Government, and as he is going to refer it to Lisbon, perhaps Your Lordships will be good enough to urge upon the Portuguese Government the necessity that exists for some such measure of rendition.

In the particular case, out of which this application has grown, the man was deported as a dangerous character.
