last, Your Lordship
was advised
the
resolution of the
Executive Council (at which Unofficial Member of the Legislative Council assisted) to undertake the work of reconstruction without further delay, and this precaution before the next typhoon the danger of destruction which has been already too long threatening the Sea frontage of
the City, along those places where
the
Sea wall destroyed in 1894
still remains unbuilt.
The value of the property along the Praya thus
unprotected is estimated at over
Four Millions of Dollars, and the
risk of annihilation by the
waves will continue to be
great until the completion of a
proper
defence, I feel it my
duty to bring to Your Lordship's
knowledge,
that the delay since
1894, in commencing
the building operations has not only called forth the most emphatic expressions of opinion from the European...
