The postage charged by private ship to or from Shanghai and Yokohama is 20 per 12 letters, 1? each, and 1? per newspaper, or for book &.
It would be very desirable that the rate for French Packet to places should if possible be similarly reduced, which could not be done if the Union rates for postage were 22 to be paid. Perhaps this latter question should be settled by direct reference to the French Post Office, but such application would be useless unless the rate were to be lowered, there can be no harm in submitting the live point to the Imperial Government simultaneously.
