SPEAKING in Parliament this evening, M. Molotoff, Soviet Foreign Commissar, characteris- ed the Anglo-French proposals as containing several reservations which may render the agreement ineffective.

He said that the Soviet insisted that the pact be of an exclusively defensive character, the guarantee of all neighbours of the Soviet, and a concrete agreement for mutual help if one of the signatories were attacked.

THE PACT of Non-Aggression agreed upon. by Danmark and Germany was signed in Berlin to-day.

The Pact fixes a common frontier for the two countries, each of whom agree not to attack the other.

Denmark was the only Scandinavian country to accept Hitler's offer of a pact, Norway, Sweden and Holland rejecting the offer on the grounds that they wore strictly neutral and no such pact was necessary.
