Negotiations Said Broken Down: Japanese Naval Blockade Threat
EARLY OPTIMISM regarding the outcome of the negotiations of Great now proceeding at Kulangsu between representatives Britain, France, the United States and Japan appears unjustified.
From unofficial sources, it was
learned this afternoon that the HONGKONG MONEY MART SELLS
negotiations have broken down on the question of amending the Land Regulations in order to allow three extra Japanese to be appointed to the Kulangsu Muni- cipal Council.
It is slated from one reliable source that the British Commander-in-Chief, who is leading the negotiations, has remained obdurate on the question and has refused to discuss anything of Japanese except the question marines on Kulangsu

O. LINER
ADMIRAL SEES INCIDENT
"HEAVE TO or I Fire.”
This was the dramatic signal run up at the masthead of a Japanese cruiser this morning, when the 16,688-ton P. & O. liner Ranpura was held up for half- an-hour four miles south of Waglan Island and less than a mile outside Hongkong territorial waters.
When still half-a-mile from the British liner, which had aboard over 200 passengers bound for Hongkong, Shang- hai and Japanese ports, the Japanese cruiser fired one blank round to draw "attention to its signals.
Not until the shot was fired did the Com- mander of the Ranpura, Captain L. Parfitt, obey the Japanese command.
Immediately the incident occurred, the wireless an operator of the British liner was instructed to send urgent radio message to the naval authorities in Hong- kong, informing them of the occurrence.
H.M.S. Duchess and another British destroyer were exercising in the vicinity.
