The various excesses, over the estimated and appropriated sums, are explained the detailed state- ment of expenditure and these extra appropriations have all received the approval of the Finance Committee and of this Council in the usual way. The total of the excesses shown in Clause 2 of the Bill, that is, $3,426,- 243.48, is a substantial increase on the originally estimated expenditure of 1930, but as Honourable members are aware, cxpenditure last year was swollen by a number of exceptional Cousco.
