I do not think that, for many years the Grants under the proposed scale would exceed $5,000 annually.

The notes which I have added to the standards in certain cases do not need any explanation or recommendation.

The next change is in the 25th Section, where it is proposed to give one dollar for each scholar in average attendance. The effect of this increase is included in the figures already given in paragraph 6 of this letter.

The 26th section is changed to enable a scholar to be examined again in any standard, if he fails to pass in two or more of the subjects of the standard.

10. The 27th & 28th Sections have been amalgamated as the 28th; and a new 27th Section is added to ensure more proficiency in the case of certain schools: such, for example, as those in which Chinese children are learning English.

11.

I venture to suggest that the scheme as now amended be printed, to facilitate further reference to it.
