colled attention to the inequitability" of the 8th Section, when a change of masters occurs shortly before the payment of the grant becomes due.

The section originally stood thus : " One fourth of the total grant made to a school will be handed to the teacher as a personal payment. To this was added: "In the event of a change of Masters, each will receive his proportion of this sum according to the period of his service. If a master is dismissed, his share of the grant will go to the school." This addition was sanctioned in E.S.O. No. 3681 of 8th December, 1874, and has been acted upon. It has been inserted in the amended scheme, which I forward for approval.

The second alteration that was sanctioned consisted in a slight change in two of the Standards for schools, now in Class I. I enclose a copy of the Gazette Notification dated 3rd April 1876.

4. The additional alterations now proposed are the following. As the scheme is intended to aid schools and not to maintain them, it is desirable that the Government should know exactly how far its intentions are carried out.
