"Sport in the U.S.S.R. is undoubtedly for the masses,” writes a correspondent with knowledge of the country over a long period of years.
"Its development and presont-day significance for all the peoples of the U.S.S.R. can best be judged by the num- ber of active participants. In Tsarist Russia before the. Great War there were roughly only 30,000 athletes, most of whom were members of the 'Sokol-the Pan-Slavonic gymnastic organisation, which in spite of the vastness of that country had its weakest national organisation in Russia.
