Rice and Water is not an effective punishment for Chinese as they work hard labor while on it, the same quantity as when on full diet.
All prisoners on full diet get 12 oz of rice a day, besides 2 meals a day. A meal of congee, rice seasoned with vegetables either salted fish, or beans, each man gets about a pint.
