to drill, instead of shot drill.
They were used
freely but it was
found that the Ordinance did not permit it
and I gave it up. The Chinese dislike it
very much as they are looked upon separately. I would keep this as female-
ment for Gaol officers, and not for hard labor. I do not recommend the Crank as a hard labor punishment
Firstly. It is costly, each crank costing £12
Secondly. The men using it
interfere with the sanitary arrangements
of the Gaol
One man at

instead of the whole men. I think we can find labor.
