lessened, while the requirements of the locality for some place of public recreation and resort have since then so very enormously increased with its trade and population, I would venture respectfully to submit the necessity of ensuring to the Civil community the possession and enjoyment of this open space untrammelled and unmolested by Military rights and claims.
