THE DANGERS OF

PROPAGANDA

THE FUTURE OF THE

BRITISH EMPIRE

LONDON, Mar. 13.

SPEAKING ON the future of the Empire at a luncheon of the Cana- dan Chamber of Commerce to-day, Sir Samuel Hoaro said that in the past century, the great dominions, be daresay-with good reason, had been aervous of what was called Whiteball control and influence.

He hoped that chapter was for ever closed.

Now that Whitehall control, even -undue-influence-from-Whitehall,-was--

for ever a thing of the past, he be lieved that the problem of the next generation of the British Common- wealth was to develop a system under which, without any interfer- ence, with our respective, sovereign- fles, it would be possible for the Bri- tish Commonwealth to take united action qulcker than had ever been possible in recent times.

Sir Samuci Honre said that he was certain the forthcoming visit of Their Majesties to Canada would be an t- qualifed success, and would make

the Crown as a symbol of unity be- tween the Dominions and ourselves stronger than it had ever been.

He added: "We see the Crown, not only as a symbol of Imperial unity, but also as a symbol of dignity In human life."-Reuter Special.

-U.S. Arms For Latin-America?

Washington, Mar. 13.

A resolution providing that the President might, at his discretion, authorise the Secretaries of War and Navy to manufacture in America armoments and ships for Latin- American countries, was introduced by Senator Key Pillun in the Senate to-day.

Under the resolution, all contracts would contain the provision that neither arms nor ammunition can be disposed of by the Government receiving them. In any manner where- by they could become part of the

armaments of any country except that of the American Repubile. Reuter.

Theft From Army Supply Store

Sapper Barber, Royal Engineers,

Warning By Lord Halifax

LONDON, Mar. 14.

THE DANGERS of propagan- da were stressed by the Foreign Minister, Lord Halifax, during |the debate on the international situation in the House of Lords to-day.

Qulie -apart from what was hop- pening, said Lord Halifax, the air |was constantly filled with sensational rumours of what was going to hap- рел.

"It may be that it suits some peo- ple, for whatever reasons, to pro- pagato rumours and to spread du- torted views.

"Because of this, the responsibility Inid on the Press is a heavy one; it Is, perhaps, heavier in this

country because of our complete freedom.

"I would appeal to those who write, and to those who read, the news- papers to weigh carefully all reports of the alleged intentions of foreign Governments.

"Distorted or sensational presento- tion of foreign news is not only dan gerous in itself, but tends to deleat the purposes which, nimost without distinction of party, we all have.

"The action of this Government will not be deflected in one direction or the other by these unsupported speculations, but we shall take what- ever steps are necessary to give the country strength and self-confidence that its position and circumstances demand.

"We shall do that, partly becaitse we are just as resolved as any other great Power to maintain our Inde- pendence on terms of equality with all others, and partly beenuse we believe we can make at least as great a contribution as any other Power to the building of a better world. Router.

Macao, March 12.

The 545th anniversary of the birth of Prince. Heary "the Navigator" was commemorated In Macno yesterday in a manner befitting this notable Agure of Portuguese history.

A very successful programme in- cluded an exposition of books on Portuguesa discoveries, the unvelling of a marble tablet containing the name of Prince Henry for one of the new avenues of the city, the unvell- ing of a bronze bust of the Prince in the Macao Lyceum, and addresses by Mr. Francisco de C, Rego and Mr. J. Ferreira de Castro, Rector of the Macao Lyceum, A distribution of prizes to students who had written the best essays on the celebrated personality also took place.

It may be recalled that Prince Henry, who was born in 1394, devot- ed himself to the task of maritime exploration from the year 1418 until his death in 1480. Around the name of this prince the discoveries of the Portuguese mariners may best be grouped, for he was the guiding spirit of these adventurers, being acknow- ledged by all the men of science and sallors of his day as a presiding geni- us. The lies in his mind was a sea-route to India In order to estab-

sh trade directly with the East.
